Is Costa Rica a haven for pedophiles?

Although the statistics say that the child sex problem is mostly domestic, other countries have indeed blacklisted Costa Rica for being such a haven.

Is that supposed to be good news, I ask?...the part about it being domestic. That just means they have more access to their own children. That statistic means nothing else.
